Why do you get 10 minutes penatly when you concede a ToT match?

Honest to god, some games are decided after 6/7 turns, why cant you concede and just be done with it?
Why punish someone for admitting defeat? especially in final turns of 15m+ games, this is stupid poor design.
There is difference between playing and losing to abandoning a game at its end, having to suffer the so called "finale", all it does is frustrate the loser even further.
