Warden tanks are overpowered i think. I can give AOE minor + major breach, minor + major resolve, minor vulnerability, heal myself and others. I like being overpowered though, so i would not nerf anything. Maybe a revival skill like necros have?

Eliminate any and all possibility for any and all bosses to ever ever ever ignore a properly applied active taunt. Ever. This would remove a lot of dungeons from my tank's boycott list.

#1 Don't ever nerf Nazary. I don't care how much a PVPer will inevitably complain about it. Its one of the best sets for tanks in recent memory

#2 A Chain/Pull skill where you can pull multiple targets at once. Like cone-shaped AOE similar to Arrow Spray.

#3 More sets like Lady Thorn, Turning Tide, Bani's, Drake's Rush, etc. Where you can get a major debuff that is typically restricted to a class skill.

Not strictly a tank change, but make doing actions reward the player like a successful interrupt grants you a 3 second Empower, blocking a Heavy Attack makes your next Heavy Attack recover more resources, or dodge roll that actually avoids something makes your next ability cost 10% less stamina/magicka.

I'm not really sure a single change is worth it - ESO tanking is very different to a lot of games in that:

    1. No threat/emnity/hatred etc
    2. Are expected to be a buff bot as your contribution
    3. Have no tank swap mechanics and no need to switch
    4. Have no cooldowns, meaning damage is more predictable and easier to cope with

I guess If i had to say one thing, I'd change Equilibrium so it restores both magicka and stamina, since currently the skill makes blocking on the frost staff way easier to sustain over 1h+s.

Introduce a Magicka Based Tanking Skill line, to include an a Magicka based Pull and an AoE Immobilization tool for classes that don't have either.
Altoholic, Frost Warden Sympathizer and Main

Glacial Guardian - Main - Frost Warden Zealot
The Frost Man Cometh - PC Frost Backup

    1. Make tanks proper tanks, not just debuff/buff bots. More access to damage mitigation as well as damage output.
    2. Add a threat/aggro system instead of relying on 3 skills to taunt (puncture, inner fire, and ice staff destructive clench). How do those skills even make sense lore/RP wise in terms of taunting an enemy? Inner fire somewhat makes sense since you’re basically yelling at the enemy and causing them to hate you, but how do puncture and ice clench taunt an enemy?
    3. Proper AOE taunting/threat building. Sure, an AOE skill on a pack of mobs will initially draw aggro, but it won’t maintain it.

What I have to say is too controversial to state.

I agree. And I think the best form for this is to turn the ice staff back into a pure dps weapon while introducing a new staff purely for tanking - you know, like we have a staff purely for healing. Call it a 'Defender staff' or such. But give that staff skill line a pull, taunt, debuffs and some CC. I expect DDs would appreciate the other side of this by freeing the ice staff back to being all about damage.

I am quite happy with how tanking is at the moment, though I would like some sets supporting a different playstyle than only heavy armor. I play a light armor tank and think it has some interesting benefits, but I'm probably just telling myself that. All tank related sets are heavy armor, so if you want 2 good tank sets, you can't run light or medium.

Ultimately, I wish all sets came in all armor types, but that would probably cause balance issues somewhere.
Some sets are outdated also, like Knightmare. It doesn't include staff weapons, so you can't use it with frost staves, even though we have hybridization now and martial damage can be dealt with something other than just weapon skills.
