Very Oddly High Ping

Hello,
For some reason my ping the last few days has been atrocious on the PC NA servers, at best staying around 100 put randomly spiking to 200+ and even just 999+. I'm on the East Coast and have played ESO for years, including at my current location, and have had no connection problems before this. I've done all the troubleshooting (opened ports, restarted router, flushed DNS), and am completely at a loss. Doing a speed test my ping to the speedtest test server is 14, with 341 Mbps down and 10 Mbps up and I've been playing other games online without a problem.
Does this have to do with the recent hardware upgrade the ESO servers underwent? If not I have no idea what I'm left to do as the game is completely unplayable at times due to this.
