Kick-off bug back with a vengeance

I'm trying to do the High Isle prologue, and I keep loosing my server connection about every five minutes. I get kicked to the log-in screen, where I see either of two messages:
"An error has occurred..." (and when you try to log-on again within the next minute or two, it says that your account is logged on already)
"Lost Lobby Connection"
This sort of thing tends to happen during the first few weeks after a new chapter or DLC opens. Over (a considerable amount of) time, it smooths out. But for a while, it is very hard to make any progress on quests or farming or anything else. And grouping for a dungeon is impossible.
