A pack of werewolves doesn't make sense in PvE?

It's been 8 years now, and still DoTs of werewolves overlap each other. Given that DoTs do a significant amount of werewolf damage, we get about a 30% dps reduction. Moreover, we get a significant reduction in survivability, since the claws of life also overlap each other and only one werewolf receives healing. Is there any option(build) when the werewolves do not interfere with each other to deal damage?
No more levels and skills, only degradation!
