To further confuse you. Set bonuses or buffs that indicate a number for crit chance like "657 critical chance" effect both weapon and spell critical chance and are calculated at ratio of 219:1.

So 657 crit = 3% crit chance.

Want to be more confused? Look up crit resist

Spoiler, it's a different ratio and it reduces your crit damage taken, not crit chance.
