LMAO i am not even surprised. I tried to get a lead with a friend in the deadlands beside a tree and it was not instanced which was so freaking weird. I had to wait a good half hour for it to come back so i could pick it up. I have no idea why zos is moving from the instanced leads in blackwood/greymoor that everyone could grab to these annoying one-at-a-time models.

Have you tried seeing if this item is for sale at the local furnishing vendor? High Isle introduced the option to buy copies of antique furnishings from them, after you discover them through digging. Not sure if that applies to the provisioning station as well though, given that you dig up fragments rather than the thing itself...
