3-4 months ago Any Race, Any Alliance Bundle (2000 crowns) was on sale at a discount. Anyone remember what the price was?

Also, has there been any news about the Blackwood Collector's Pack?

The Blackwood Collectors Pack will be in the crown store when High Isle is released and Blackwood is rebranded as DLC.

No idea on the Any Race, Any Alliance bundle. There might be a fan site which tracks when items were discounted in the crown store but I don't know of one. (UESP mentions it occasionally but it's not consistent.)

I found the price through TCE feedback from 2/8:
Member purchased purchased Any Race, Any Alliance Bundle, Cosmetics Pack: Hair Styles for 2.8k crowns
Member purchased purchased Any race any alliance bundle, Xanmeer Doyen's Worship Robe, Xanmeer Doyen's Feather Tiara 3200 crowns
The fashion items definitely weren't on sale, so Any Race pack had to be 1800.
