The usual ESO folder on C is C:\Users\YOURNAME\Documents\Elder Scrolls Online
After the update 33 some people's addons are missing, even they are in the folder.
For some people the ESO folder on C has changed destination to
C:/Users/Public/Documents
If your addons are missing, check if you have eso folder in this new location. Then move your addons and the saved variables in new location.
Set also this new location in Minion if you use it.
Now your addons will work again!

I have same issue on my laptop, but not on my desktop. Both have same version of Windows 10 and same antivirus software. The only difference is that on one device, documents are moved to other drive (D :\Documents). On my laptop however it is C:\Users\username\Documents - The "username" uses one of those non-English alphabet letters - You know, some of those - ä,ą,ñ,ö,ó etc
My theory is that after last update, from some reason ESO does not accept non-English alphabet letters when it comes to system folders. So that is why it goes for C:\Users\Public\Documents . It always has same path (and only English letters) no matter what language you are using in Windows.
Anyway, that is just a theory and I need some confirmation.
Also a hint: In game do a screenshot (print screen button). If ESO will save it, it will show you path in the corner of the screen, so you will know where your Elder Scrolls Online folder is.
