f you get an error stating "Error 1032 - OSError_Locked", follow the process below:
Close the ESO Launcher.
Open task manager by pressing [Ctrl]+[Shift]+[Esc] together.
Go to Processes.
Right click on ZoCrashReport and end the process.
Restart the ESO Launcher.
The game should now update and patch.
If you are still having issues, you can also look for duplicates of any of the following files in your process tree: "eso.exe," "awesomeium.exe," and "bethesda_launcher.exe" and remove them as well.

I did the troubleshooting steps before I made the original post.
Today on PCNA I experienced login delay (not as long thankfully) and when I logged out the error had popped open over the launcher.
Nothing has changed in my setup since long before Update 33.
The previous patch downloaded perfectly. I suggest you check your update branch and see what happened there.
