Enemy AOE: what's blockable, what's dodgeable?

Questions:
  1. Is there a general rule that applies to AOEs in terms of blocking or dodging them?
  2. Does it matter whether the AOE is ground targeted, PBAOE, or conal?
  3. Does it matter whether the AOE is DD vs DoT?

I know some AOEs are not dodgeable, e.g. Templar Jabs/Sweep.

    1. Except rare occasions you can't dodge AoEs (afaik carve is dodgeable, stampede, silver shards). Except rare occasions you can block AoEs (noteworthy outliers: subterranean assault, haunting curse).
    2. Don't think so.
    3. Ground DoT AoEs aren't blockable or dodgeable.

    Block > Dodge is a general rule. Lots of skills actively punish dodge, by being able to land a hit or even stun, or land snare after dodge and force increased cost dodge.
