    *UPDATE*....NEVER MIND...ITS BROKEN AGAIN...I took a break and went to go play again NOW A NEW ERROR MESSAGE POPS UP AT THE SAME SPOT!!! HAHHAAHAH WHAT A JOKE!!!!!!!!!!!!!!!

    I uninstalled the game, then i searched my computer for everything with The Elder Scrolls Online, deleted it ALL. Then I CLOSED OUT RIVA TUNER this time. Reinstalled ESO and now it works!
