Adventures in Sentinel quest help.

I know you get this quest from captain Marck when you first land there. but I'm starting it late and when t try to get map completion it pops up to do but the captain is not there. How can I start this quest now?

Do you mean Sentinel Docks point of interest?

There's an NPC way at the end of one of the piers by a boat.

The map calls it adventures in sentinel and the icon is an anchor that's blacked out.
