PTS Error before Title Screen?

I have installed the Launcher fresh(and uninstalled/reinstalled for testing) as well as Repaired the Production and PTS versions, but I am getting an error before I get to the Title/Login screen ONLY ON PTS. Production instance works fine, but I can't get onto PTS for the life of me. Here is the error:

Any suggestions for troubleshooting I can do to get up and running? All graphics and windows drivers are up to date.

    Today it took a few seconds before it happened and I got all the way to the login screen. This is from the Event Viewer:

    Thank you for that - I saw the line about the client crashing but wasn't sure if that was this. I appreciate your response.
