Empower only buffs base heavy attack damage

It seems that on live and the pts Empower only buffs the base heavy attack damage BEFORE other buffs. For my current setups this results in a buff of like 500 damage on top of a 10k heavy attack, i.e. negligible. Given that its duration is usually very short (eg. 3 seconds from might of the guild) it seems that it is supposed to be more powerful. Especially, since it is now also a 5-piece bonus on Queen's Elegance on the current PTS cycle, where other 5-piece bonuses are usually at least 1k dps from procs and can be much higher for other sets. Is this intended behavior?

Most if not all buffs like that only affect your base damage. It's how the math in this game works .

If you are talking about other % damage buffs yes empower is additive with those and thats the norm in this game
But if you have a set like undaunted unweaver that does not sound right because it increases your base damage

Yeah sorry, I meant it does not consider buffs like Undaunted Unweaver, where you actually increase the base damage... The 5-piece bonus on Queen's Elegance still makes me think that its not intended as it is.

Sets like UU and Sergeants don't add to the base damage. That would be insane.
