Game starts off sluggish, then eventually performs normal?

So lately whenever I load into the game, for the first 15 minutes or so the game will stutter while I am moving around, depending on where I am (the stuttering is really bad in major cities and world bosses). But after about 15 minutes of playing the game, everything performs normally or at least stutters a lot less. I don't have a very fast computer I'll admit, but this didn't use to happen to me at all. I've tried lowering the graphics settings and disabling add-ons, but I still get the same issues.

I am currently running the game on an RTX 960 with an AMD FX- 6350 processor if it helps. Does anyone have any potential fixes for this?

    Hello, am having the same problem since yesterday's maintenance here. Character load stutter (i.e. ~2 minutes after character has logged-in/entered game world) have gotten really bad. Is that just me or others experiencing the same since yesterday?

    There is an option in the game that allows you to switch from “Fidelity” to “Performance.” May wanna consider that option too as there was an incident a long while back where characters who went into the silent halls while playing in fidelity mode pretty much crashed the game and you couldn’t log in on that character without it crashing. But playing it in performance mode allowed me and other aware players to escape and continue on. The crashes got patched a few old patches later.
    If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...

    If a game does not respect your time, best thing to do is move on from it and find something else.

    Thank you all. Think I found the culprit: Master Merchant (addon) with full indexing turned on in Lib Guild Store.

    Now the next thing which popped up, literally, is the one described in this thread and is not addon-related as it persists with all addons turned off:

    A blue 'map-ping' marker whenever there's a group. Just appeared yesterday. Hopefully it will vanish just as randomly :)

    You may want to try running a repair after the add-on removal to help with the blue 'map-ping' marker.

    I have one character with Master Merchant, when the character first loads the game stutters and skips until Master Merchant completes it`s update. If you have Master Merchant then try disabling it then run a test without it. I have 9 characters and 1 runs Master Merchant, when I load the other 8 characters I have no stutter.
