ESO won't work for me WITHOUT using VPN

When I am signed in to my VPN, ESO works fine.
The problem I'm having is only when NOT using the VPN.
I can log in to the character select screen, but once I select a character and choose "Play", it sits at the load screen for just over one minute and then kicks me back to the sign-in screen with the message "Error 334 (3:1:1117:0) Lost lobby connection."
On the rare occasion that I am able to log in without the VPN, everything is fine until I encounter a load screen (e.g., travel via wayshrine) at which point I get kicked with the "Error 334".
So, can anyone explain why this is happening? My internet in general seems fine and I have no issues with other apps. In speed tests I get around 75 Mbps down, 10 Mbps up, and a ping of 25 ms. Given that ESO works when using a VPN, I need some idea of what I can do to get it to work without the VPN.

I've tried everything on that page, and most of it clearly doesn't apply to the situation I've described. For example, "Disconnect from VPN" isn't a solution when it only works WITH the VPN.

We recommend contacting your ISP to determine if something is being blocked which would require the VPN.
