Fennwitty--Thank you for the information about the change in defaults. I've tried turning off the multithreaded rendering and it does seem not as bad. Even with that the game isn't as smooth and fast as before, so I'll try adjusting some of the other graphic settings.
NerfSeige--I am in the US so that's not my issue. I hope it gets better for all us soon! The game is a lot less fun to play now.
Are you outside of US? I talked with a bunch of guildmates that's outside of US like me and we're having a lot of lag (PC and console) even in overland. Started with 600-1k++ ping on the witches festival and still going on right now at 400++ ping.
For context most of the people have 150-300 ping before.

I've noticed this too. I live in Japan and the connection is almost always poor. I'm PC NA. My latency generally hovers around 180, which is manageable. But frequently it spikes to 400 or higher and it makes gameplay, particularly during group fights difficult.
I know that it isn't my computer because I have a brand new rig that was designed for high end gaming. Other games work just fine.
I'm convinced it's either a server issue or an internet connection issue since I am physically about as far from the server as I can be. (Except for our Australian friends)
Also before people ask...
(Sometimes people ask why I play on the NA server if I live in Asia and my response is 3 reasons.
1. I am from the US and my friends are on the NA server.
2. There is no Asian server.
3. Let's be honest, the EU server is even worse.
This is clearly not something that is within my control. I was suspecting that was my ISP routing, but after reading/hearing several reports of different people in here and other social media sites, I'm starting to think that this is a server-side issue.
