Other Player's Characters seem to "skip" or shift places quickly...animation not smooth...

I am hoping someone has some wisdom to share...

When I was playing ESO the last few days, I have seen other PC's "stutter" across the screen. It looks like Player-Characters will "blink" across the screen in small, stuttering blinks. It is particularly noticeable with pets as well, as a Warden's Bear, or a Sorcerer's pets will blink with them, instead of smoothly going across the screen. I have tried changing and turning down settings with graphics, turning off my add-ons, and resetting my internet connection (it seems that even with low latency that this seems to happen). and that still does not help make the "smoothness" return to the screen. Everything else seems to run well at 120 fps, including NPC's, falling leaves, and other non-player graphics, but every now and then I find that NPC's will stutter and "catch up" to their path of plotted movement. I noticed this happens when I am in Vulkul Guard, both when it is crowded, and even when it seems that it is a bit emptier for a moment.

I have a Ryzen 7 5700G CPU and a Nvidia GeForce RTX 3060, as well as 16 MB Ram, if that helps to know the specs. I feel like with this graphics card, at least, that I should not have the stuttering that I am seeing.

If someone could help me on both of these issues, it would be appreciated. Thank you so much for your time and attention to these matters! And, my apologies if someone else posted something similar or this is in the wrong category...

    My guess: PC stuttering is a network connectivity issues or server lag. You, or they, have a poor connection to the server or the server is having problems keeping up. NPC stuttering is server lag or is your connectivity with the server. So... server lag. :smile:

    Thank you so much for answering. I think that it may be a poor connection issue on my end, since I see everyone else being slow.

    You wouldn't happen to know any tips or tricks on how to reduce some of these things (or at least in a direction to look up how to do so)?

    When this happens for me It's always ISP related. The first thing I do is flush DNS on my PC. After the flush and renew I will restart my PC and then do a full power cycle on the modem by unplugging it for about 5min. Once everything is reset it should have cleared anything old or causing problems. If it's still happening you could have high packet loss or your ISP could just be *** and that's normally the case when they throttle speeds.

    It's kinda normal on in-game events or new dlc launch weeks cause ping is just goes all over the place no matter where you live most of the times. I'd suggest turn on your latency in settings alongside fps to check when those spikes happen.
