I am hoping someone has some wisdom to share...
When I was playing ESO the last few days, I have seen other PC's "stutter" across the screen. It looks like Player-Characters will "blink" across the screen in small, stuttering blinks. It is particularly noticeable with pets as well, as a Warden's Bear, or a Sorcerer's pets will blink with them, instead of smoothly going across the screen. I have tried changing and turning down settings with graphics, turning off my add-ons, and resetting my internet connection (it seems that even with low latency that this seems to happen). and that still does not help make the "smoothness" return to the screen. Everything else seems to run well at 120 fps, including NPC's, falling leaves, and other non-player graphics, but every now and then I find that NPC's will stutter and "catch up" to their path of plotted movement. I noticed this happens when I am in Vulkul Guard, both when it is crowded, and even when it seems that it is a bit emptier for a moment.
I have a Ryzen 7 5700G CPU and a Nvidia GeForce RTX 3060, as well as 16 MB Ram, if that helps to know the specs. I feel like with this graphics card, at least, that I should not have the stuttering that I am seeing.
