A bug. I hope.
Defensive characters with low DPS rely on strategic use of CC to kill these, since they frequently heal back to max after a few seconds. Making these guards immune to CC makes fighting these NPCs and clearing resources extremely annoying. So if this is an intended change, I highly recommend you change it back because this is really dumb. Cyrodil is already mean enough to solo players. You don't want to make it any worse.
