OP, one thing to consider with your suggestion is that it doesn't do anything about teabagging. Right now, ZOS says that teabagging is allowed, but that if you ask someone to stop and they don't, they can be disciplined for it. Obviously, you need whispers to ask an enemy player to stop. Something to think about.
This would remove 'hate tells' from the equation and make the environment less toxic.

Meh, honestly its really a non-issue imo, and people will always find a way to be toxic in pvp environments, like I said if a couple of annoying moments in a video game effect/upset you that much, maybe pvp isn't for you.
Please dont, might stop hate tells but you are also taking away the opportunity for some GGs and well playeds.
Made some friends after fighting in cyro and that is well worth the salty tells
A few issues.
On console, you are more likely to get out of game messages, so limiting in game communication is going to be largely ineffective.
But also, what happens when a friend in another aspect of the game reaches out to ask a question or invite me to something and they are on a character in another alliance? Basically prevents them from communicating with me in game.
Just seems rather obstructive and pointless.
