Hey there @Treemagnet, the Blackwood Collector's Edition Upgrade includes only the Blackwood chapter. The Collector's Edition (as opposed to the upgrade) includes Blackwood and all previous chapters. This article provides more information.

No. You only get previous chapters (all are now DLC and therefore included with ESO+) if you purchase the 'Collection' or the 'Collector's Edition Collection'.

You do not get previous chapters with either the 'Upgrade' or the 'Collector's Edition Upgrade'.
