High gpu usages when alt-tabed

Hello all. I just got a new pc and it runs great but when playing eso when I alt tab it shoots my gpu usage from 50%( roughly) to 100%. anyone know if that is normal?
My GPU is an RTX 3070.

Try setting the "Background Application Max Frame Rule" in Nvidia Control Panel to 20 and capping your frames to your monitor's refresh rate.
If you usually have Discord and Google open when you tab out of the game, try disabling those program's "acceleration" settings. For example: Discord/User Settings/Advanced turn Hardware Acceleration off.
