Can't Get Past "Requesting Character Load"

So I've recently returned to ESO because the state of WoW is just terrible. However, I was quickly greeted with this very frustrating problem. Most of the time/attempts I give to log into ANY character is met with "Requesting Character Load" for about 2 minutes before kicking me back to the login screen. And then the rare times I'm actually capable of entering the character, I get DC'd to the login screen whenever trying to load into a different zone. I have quite literally tried every solution I've seen on Steam forums, ESO forums, and every where else.
I've tried logging out completely from the game, running the repair through launcher, running both launcher and game as admin, restarting PC, deleting mods/addons, and lowering graphics to lowest setting. Nothing.
It's very frustrating and it eventually led me to uninstall the Steam version of the game, since I saw some people say it could just be Steam. But even after redownloading it through the official website launcher, I still have the same problems. I don't know what else to try and it's driving me crazy cause I really want to get into this game since I love MMOs and Elder Scrolls.
I've also turned off all my firewalls and antivirus. Didn't help at all.
Does anyone have a solution that'll actually work?
