What are “Dragonguard-specific Daily Quests in Southern Elsweyr”?

Are they the Dirge Truptor quests? How far along the main Dragonhold quest do you need to go before getting access to them?
I’m loathe to start Dragonhold before completing the main Elsweyr quest.

joerginger✭✭✭✭✭It doesn't take long to get there. I guess it was about twenty minutes. On the positive side, you'll also get two skill points for two of the quest steps that lead you to Tideholm.0
