Launcher Stuck on Task Bar after exiting ESO and Launcher.

After I exit ESO and close the launcher, I am unable to start the launcher again. It looks like its still running. The Elderscrolls logo is on the task bar and task tray but is unresponsive. I have to kill it with task manager or else I cannot start ESO again. Happens every time. Obviously a reboot kills the task too, lol. Issue seems to coincide with that update that gave me the UAC prompt to install Visual C++. I don't recall if I said no to that or not. Any recommendations?

Bethesda.net_Launcher.exe is the process that remains.
