At this point I feel like the best solution would be to shutdown the PvP servers completely.

Don't encourage them! We don't need to be unpaid beta testers for this broken game any more.

Dunno what you guys are on about. They refined Cyrodiil performance back in 2017 and it's been flawless ever since.
