What if all AoE was changed so you do damage to one person, which isn't great damage... so AoE is nerfed against the single target. The upside then, is that AoE will work so you do damage to one enemy and an extra effect is that everyone around that enemy takes damage. There are certain skills which work that way. E.g. inev deto. The reason that most aoe's don't work that way is that they are by design player based to give the player control over their positioning.
For example let's say you hit some player off to the left with an aoe. It wouldn't touch a player off to the right with your method but as a PBAoE (like we currently have) the player can stand in-between the 2 enemies and hit both.

As long as they are within the aoe bubble they would hit each other with the extra damage . So they would not have to be super close for this to work on regular aoe. It would be a good way to balance aoe and zerging.
Lets say with two or threr people aoe would same damage as now and if more are within the ring damage would become increasingly better. Then if 8 people saw a single target it would not be great to all rush him in melee,
If they balance it well they could also remove the aoe 12 player RNG cap. Maybe with a cap of max damage on aoe.

I disagree, aoe based on enemies require the enemy to position badly to maximise damage, you cannot adjust your own gameplay or position well to maximise your damage.
I'm not saying its a bad idea to introduce more skills like this but equally it comes with problems.
