Dead End Upon Arrival In Cyrodill {SOLVED}

For what it was worth, four of my characters completed Cyrodill's "initial quest" several years ago. At the time, every new PvE player was advised to send their character(s) to Cyrodill to acquire Rapid Maneuver for use primarily while mounted and in a group. Personally, I always thought that the ability should be available in one of the three skill lines of each and every Class (or perhaps as a passive benefit instead).

Eventually ZOS reviewed and overhauled the various and sundry abilities and buffs that enabled characters to move much more rapidly than ordinary running and sprinting, whether afoot or riding a mount. That resulted in a nerf to using Rapid Maneuver while moving on foot in any context. Ironically, with the release of Update 29 and CP 2.0, Rapid Maneuver no longer affects mounted movement, it only buffs moving on foot.

So, now I want to return my characters to Cyrodill to gain access to the Major Gallop buff in the Alliance War > Assault > Continuous Attack passive. Each of them previously earned the achievements Alliance War Volunteer and Cyrodill Recruit, respectively.

However, when any of the four returns to Cyrodill, the Mission Boards are not active. There is no NPC character available to provide any aid or advice, whether one that could offer a quest. The various NPC commanders just give them a brush-off.

Please advise.

    I had the same issue with one of my alts, and in my case it turned out I hadn't picked "I don't need training", and so I needed to complete the "Siege Warfare" part of the quest: https://en.uesp.net/wiki/Online:Siege_Warfare

    Once I did that, the mission boards activated. So, maybe check and see if you can pick up this quest to advance.

    I had the same issue with one of my alts, and in my case it turned out I hadn't picked "I don't need training", and so I needed to complete the "Siege Warfare" part of the quest: https://en.uesp.net/wiki/Online:Siege_Warfare

    Once I did that, the mission boards activated. So, maybe check and see if you can pick up this quest to advance.
    Thank-you for your reply and the hyperlink. If memory serves, some time in the past, there was an option to pick "I don't need training."

    However, unless there is something that I've missed in the process, currently that option is not offered -- neither before nor after I choose the campaign, nor when the character arrives in Cyrodill.

    The character simply appears facing the outdoor Transitus Shrine at one of the two "gates" for their Alliance. There is no evident way to repeat "the initial quest", as there is no quest-giver present anywhere at either gate. (Frankly, IMHO, learning how to use the Siege Engines should always be available, so that a player can refresh their training perchance they need to do that.)

    Perhaps the failure of the Mission Boards to activate is a bug that was introduced whether before or after the release of Update 29. It might have been already reported in the Bug Reports Forum. Reporting this situation there will neither ensure that it will be investigated promptly, nor remedied, if the situation is in fact caused by a bug. In my experience, it will be ignored unless and until "enough" players report it, preferably within the span of a few days. Else, you have to go to @ZOS_HelenWaite. :wink:

    Its a very old bug, one that happened to one of my alts when I deleted the quest and you can't get it back and can now never complete it. Maybe a friend with a new alt can share it with you but that's unlikely. Don't delete the quest, complete it, and especially don't delete it outside of cyrodil which is what I think I did.

    If it's the siege training part, when working properly, there is a stage where you're next required quest giver is out at the siege test range. I would advise going there and seeing if there's a quest giver there. It will not be visible from the gate area itself. I've found a few people have gotten stuck there and not remembered when they came back.

    As I stated, each of my four characters completed the "initial quest" for Cyrodill several years ago. In fact, each of them might have subsequently completed one or more Scouting Missions. But the Mission Boards remain inactive now.

    Currently, for each of the four characters, Rapid Maneuver is locked, although it is also highlighted (which signifies that a Skill Point was spent to gain the use of it). Now they must advance to Assault Rank 3 to unlock the Continuous Attack passive, thus acquire the Major Gallop buff. However, if I also really want Rapid Maneuver unlocked, they must advance to Assault Rank 5.

    Note: I have a fifth character who has reached Assault Rank 5+ over the years from participating in annual Midyear Mayhem events. So Update 29 did not affect his ability to use Rapid Maneuver to increase his movement speed on foot for 8 seconds. Also, I could invest a Skill Point in the Continuous Assault passive to acquire the permanent Major Gallop buff.

    With the permanent Major Gallop buff our mounts always move as fast after using Rapid Maneuver to increase their speed once did -- assuming that the character also has learned all of the Riding Lessons for Speed. The difference is that we cannot disable the passive Major Gallop buff (that is, I do not know of a way to do that).

    Further, if we add Champion Points to the Blessing of the Steed star in the Crafter Constellation, and activate it on the Champion Bar, our mounts will move so fast that we might have problems avoiding disasters, such as missing the crossings over the lava flows near the Daggerfall Covenant Base in Cyrodill. :smiley:

    Did you actually go back to the siege test range and check for a quest giver, or are you just basing this on your memory and the achievements?
    Yes, you certainly did the first part, gained some AP, and got the first alliance ranks.
    However, once you've done the siege testing, there's another quest giver that sends you to the scroll temple, and then back to the warlord to talk to the generals about the bounty board. Only once that's done are the boards active. I am recommending that you or anyone else with this issue please check this by going to the siege range, so that if that is the case, you can fix it yourself.

    Funny that you should ask. :wink: First, three characters must advance to Assault Rank 3, not four. The fourth has already completed the initial quests and has Assault Rank 3. (So Continuous Attack is unlocked, and he used his last remaining Skill Point to activate it.)

    As to the Siege Engine Test Range (SETR), my first character has already searched the areas around both Covenant gates at least twice, and found nothing. My second character also searched the area around both Pact gates but found nothing. Obviously, a player cannot move a character to the SETR if he/she cannot recall where it is located. There is no icon for its location on the Cyrodill map. Frankly, I was beginning to wonder whether the SETR was in a separate instance from the rest of Cyrodill, and could be accessed only once.

    While reading what you've written, I recalled that the two characters which have reached Level 50 CP 160+ most recently did visit a "scroll temple" from which the scroll was missing, and the Mission Boards are open for each of them, respectively.

    When the others recently visited the gates for their respective alliances, the only NPC of consequence that I found was a Captain, who offered a quest for the character to report to a General at the alliance base in the Imperial City sewers. Also, the inactive Mission Boards are located within the walled-off area around one gate, but not the other.

    Note: the first character is a DPS Breton Sorcerer in the Daggerfall Covenant. The second character is a DPS Imperial Sorcerer in the Ebonheart Pact. The third character is a Healer Breton Templar in the Aldmeri Dominion.

    After reading your second reply, I chose to return to Cyrodill with the second character. After he transitted to the other base and was searching for the SETR, I noticed a quest-giver token (displayed by the add-on Destinations) on the minimap, outside the walls of the second base. Placing the mouse pointer on it revealed the quest "Reporting For Duty".

    So the character left the base and proceeded to the location of the quest-giver, which is also where the SETR is located. Since he had already learned how to use siege engines, he accepted the quest, which was to go to a nearby scroll temple. After talking to the Moth Priest there, he was directed to report to a Warlord back in the base, who referred him to two Generals. Talking to each of them opened the four Mission Boards. Then he was promoted to Assault Rank 3, and Continuous Attack was unlocked.

    When I repeated this for the first and third characters, for whatever reason, Destinations failed to display a quest giver outside of -- but near to -- the base at which the four Mission Boards are located. (Yes, it was configured to display them.)

    Nonetheless, knowing that the Siege Engine Test Range is outside of that base was a big help in figuring out the most promising location, then finding the "Reporting For Duty" quest-giver and continuing with the quest chain.

    Now each of those three characters is at Assault Rank 3 and has a Skill Point invested in Continuous Assault.

    I'm glad you were able to solve the issue. Yes, the test range is a bit hard to find if you don't have a marker pointing you there, and there's been a time or two that I've had to swap characters just so I could login to Cyrodiil to help someone find it because I couldn't give sufficient description from looking at the map.

    Unfortunately, the aftermath revealed a bug which affected the first character, but not the two others. I suppose that I should post a report in the Bug Reports forum. ....

    First, the character must be at their alliance base in which the four Mission Boards are located. In my experience, the base at which the character arrives -- after the player has chosen and accepted the Campaign in which they want to play -- is not the base at which the Mission Boards are located (see also Note #1 below). The character must use the Transitus Shrine of the Base where they arrived to travel to the Transitus Shrine of their alliance's other Base.

    Upon arrival there, the player should turn their character around and look directly away from the Shrine. There are four Mission Boards (like the Notice Boards in Tamriel towns and cities). Two such Boards are on each side of a wide passage into an area inside a wall between Cyrodill and the rest of Tamriel. The boards are initially inactive, and there is no NPC between each pair of Boards that flank the wide passage.

    To find the Siege Engine Test Range (for each respective Alliance):
    1. From the Daggerfall Covenant base: use the exit that is farthest north on the east wall, and follow the road northeast to the SETR.
    2. From the Ebonheart Pact base: use the exit that is farthest east on the south wall, and follow the road southeast to the SETR.
    3. From the Aldmeri Dominion base: use the exit that is farthest south on the west wall, and follow the road north to the SETR. (On the Map, the road is mostly hidden by a Transitus line from the southwestern corner northeast to a Keep)
    Notes:
    1. While a character has not completed the entire chain of initial quests, they arrive on a platform that is on the Cyrodill side of a very large closed gate behind them -- one which would allow passage into another zone in Tamriel, if it could be opened (it cannot). The character can interact with a nearby NPC who will greet them; the NPC will offer initial instructions unless the character has been in Cyrodill previously. In front of the platform is a large enclosed area containing tents, with a very wide and open gate to the outdoor grounds of the alliance Base at which the character has arrived. The character needs to move to the Transitus Shrine that is directly ahead through the wide open gate, and use it to move to the other Base as described above.
    2. The roads between each Base and Siege Engine Test Range are very wide, and patrolled by guards. If your character is not encountering any guards on the wide road, then beware of a potential attack by an enemy player character who has killed them.
    3. Ebonheart Pact exits and entries are hatches in the floor/ceiling of three-sided structures along the walls. There is also a medium-sized gate which is the central passage through the wall on the south. If you use that one to exit, then proceed eastward along the wall until you find a wide road running south/southeast.
    4. The add-on Destinations might show a quest giver outside the base walls and near the edge of the map. Putting the mouse cursor on the icon will show the quest title "Reporting for Duty" (if the character has previously completed the Siege Engine Training Quest). The quest giver is the NPC in charge of the SETR.
