If I remember correctly, you farmed Nobles in Alinor for the mirrors, so odds are you would have found one of the runners by now if that was the source. Maybe it's a similar drop to the Red Thread in Hew's Bane, and drops from containers in houses?

Nah, they are supposed to drop from clothier artisans on Summerset. Thing is, there are only 3 (in numbers THREE) clothier artisans on whole Summerset so thats probably the reason they are so rare. I supposed to drop chance is the same as for the mirrors plus the drop location is widely unknown. Took me about 20 hours straight pickpocketing to get a mirror and considering there are only so few clothier artisans the drop chance is even much lower.
There are a number of items in the game that are rare. Some of those are rare by design, eg. aetheric cipher. Others are seemingly rare through an error (like the Khajit Brazier, Enchanted praxis). And then there are items that, while not common, don't sound like they should be all that elusive, but you just never get one.
For me an example of that last category are dwarven construct repair parts. I have never once had one drop for me, despite multiple hours spent in dwarven ruins chasing precursor parts, ebon wolf leads, and the like. If I hadn't seen them in guild stores, I wouldn't have believed they exist.

This one might be worth trying to farm with a group of friends. Have everyone pick twice and then when someone murders the NPC, everyone should be able to loot. That should make the grind a bit less miserable. Maybe even make it a guild style event.

I killed the 10m boss 4 times, no drop. No drop from any delve either. Won't try again because the zone is unpopular and hard to find anyone grinding the boss.

4 times?... i mean thats not really overwhelmingly much effort you put into it, why would you expect to drop it with 4 kills?

Huh, so maybe that's where the ones from guild stores come from. I suppose they might not be dropping in dwarven dungeons because of some loot table error, then. I'm pretty sure the training dummy recipes that require them were introduced long before HoF, so the trial shouldn't be the only source...

You kidding right? There are cloaking bowmen and one-shotters almost everyday.
Encountered at least 5 today. 2 in one game in the same team, and as usual some teammates made the mistake of attempting to search for cloaked instead of holding block and healing, and got one shot repeatedly...
