Solve Stuck in Combat bug with relentless focus mechanism

Being stuck in combat in cyro is a game-breaking bug. Nobody wants it but it never gets fixed.
Relentless Focus is a big upfront damage skill but it underperforms because you lose your damage stack when you leave combat, and this occurs at random times. The combat check is so rigorous that you can be attacking a group of resource guards and you lose your full stack as soon as you kill one guard and therefore cannot unload the spectral bow onto the next guard.
What if ZoS were to swap the "in combat check" for general usage with the different one that is used for calculating relentless focus stacks? That way, nobody would ever get stuck on foot and unable to mount, and relentless focus would become a bit more reliable?
