Why not let the sets that work drop in Cyr, that would encourage more people to play during the test.

Just as one had to do PvE dungeon to obtain Crimson set, it should be easier to get.
Plus ZOS wants to encourage PvP ppl to do PvE and PvE ppl do PvP.0
