Zero Stamina Recovery glitch

DATE: Started after last maintenance for me
This has happened a few times now, and I believe it happened to our tank in vAS last night too. Even their heavy attacks wouldn't recover stamina.
Okay... here is a picture of my normal Stamina Recovery...
And here is an image of my glitched Stamina Recovery in a battleground - not even death makes the recovery change btw - you have to completely exit the content, or restart your game. Reloading UI also doesn't fix it.
The result, isn't just aesthetical... you actually have ZERO stamina recovery and you won't recover any stam at all - rendering you unable to block, dodge roll or cast any stam abilities. Heavy attacks does not give you any stam back - however, if you have anything that DOES give stamina back (like a potion or repentence, or taking a synergy) you'll not only get THAT stamina back, you'll also get ALL the stamina you would have accrued in that amount of time. So it's like it is dormantly giving you the recovery, but not actively doing so. This is a death sentence in PVP for sure, and if you're a tank needing to hold block through some mechanics and you get it - also a death sentence, and like one that will cost your entire group in vet content.
I'm sure many players aren't seeing this, as it appears to be very intermittent, but also you may not notice it immediately in the heat of battle etc... but it's a very serious bug.
