[PC NA] Severe connection issues unrelated to my internet.

I post this in bug report section but i think its in the wrong section.
Im getting 4000 ping spikes that are completely unrelated to my internet ping (I have checked in cmd my current internet ping to several games and websites; all of them normal)
Is there anyone else having this issue?
