Scrollwheel + Cursor Desync on Forums

At a bit of a loss on this one. When I use my scrollwheel, the cursor will desync itself from highlighted forum buttons. I've tried several mice, a couple browsers, and a bunch of trouble shooting. It only happens on these forums.
As you can see, the highlighted topic is a bit off from the cursor, so opening the topic I'm interested in isn't working out too well.

Any advice is highly appreciated, nothing I've tried has panned out yet.
