Can plunder skulls drop old witch recipes this year?

Looking to get things like Witchmother's Party Punch recipe for another toon, but haven't seen any drop. Are they not dropping this year, or am I just unlucky?

Yes. All the recipes have a chance to drop. I've looted about 150 so far, and have seen all of the recipes (except bewitched sugar skulls) at least once. I received many of the purple recipes multiple times now.2 -

I've had about 5 of that recipe, the only one not to drop has been one of the bloody mara ones, corruption or whatever its called but I found one cheap and bought it to finish a writ because I'm impatient!0
