Try this:
1- Use this driver https://www.amd.com/en/support/kb/release-notes/rn-rad-win-19-11-3
The 19.11.3 is the most stable version of those drivers
2- In your BIOS, look for the PCIE port where your GPU is slotted and modify the value from 'Auto' to 'Gen3'
If you dont know in which PCIE port is, just set every PCIE port u find to Gen3
The thing is PCI-E 4.0 is kinda new and is not working as expected. So limiting the version to Gen3 kinda fix this PCI4 thing.
