doubt about Reshade ?

Greetings ZOS, many of my followers on Twitch.tv are asking whether it is permitted to use the Nexus Graphical Reshade or not. Many claim that there are no problems on that. Others, like me, don't recommend it because we think it's prohibited by the game rules. Could you please help me giving more information about? Thanks
