BUG in the Main Quest (The Dragonguard) in Southern Elsweyr

On my main character I am unable to finish the last quest (The Dragonguard ) in Southern Elsweyr. After the final boss fight, when I return to Nahfahlaar to turn in the quest he is not there, his character model is not there, and quest marker is pointing towards nothing.
I think the issue comes from me completing Dark Aeon quest before I did this quest. Dark Aeon was shared to me during Jubilee event, I still did it thinking it's just a side quest. And only after finishing it, and reading the achievement I got, I realized I was supposed to do Dark Aeon after I finished main questlines both in Southern and Northern Elsweyr. I still haven't done Northern Elsweyr questline on that character, but I don't think that would help anyway.
I had reported this in feedback/bug 3 weeks before Greymoor, release, thinking it might get fixed, but it hasn't been fixed still.
