We don't know it was done on purpose, We know hes a Pure Blood and Molag Bal Turned him but that is it we know nothing else about it or his origins that leaves open to the possiblity of it not even being a willing encounter. Being the Prince of Domination it likely doesn't matter what gender though its tradition that women are offered to him that doesn't mean he won't do the same thing to a Man.
Whatever happened one way or another the Count likely could't live with it or maybe decided it would be better not to give into the monster. Maybe at one time he was close to Molag Bal but according to Gwendis he worked so hard to distance himself from him.
So there is that factor as well. Even if he committed evil deeds he was pragmatic and thoughtful and intelligent enough that being a Monster won't do you any favors. I think this could be the reason he created the Ravenwatch, the code of conduct and everything about that group. Its the very opposite of what Molag Bal would do. It really is and that could be part of the main reasoning for it along with helping vampires not become monsters. Maybe he came to believe that good was the only way to distance himself from his Master.
So is he a hypocrite maybe, does he have good intentions when you meet him he does. He gave his life so all of Rivenspire's People wouldn't be turned into Blood Fiends and he didn't have to do that. But he did it anyways.

Tell that to Meridia or Arkay or the Vigil of Stendarr or even the Dawnguard for that matter, they only worked with Serana because the LDB made them, if not and the Elder Scroll she had they would of tried to kill her, as far as they are concerned Undead should be slain because they are Undead, their entire existence is unnatural, they feast on blood, they spread disease and are an affront to everything they stand for, as for Vernadis there is the fact that if it was accidental then why does he refer to Molag Bal as his master and if he were a good person then with his resources why is he not actively seeking a cure?
