Unable to Switch Non Faction Locked Home Campaign to another non faction locked campaign

Maybe someone can explain what the problem is here. I had my home campaign set to the standard Black Reach CP non faction locked campaign. It ended. I was out of Cyrodiil when it did and did not go back in when a new campaign started. I wanted to switch my home campaign to Raven Watch Standard No CP non faction locked. In order to do that it will cost me AP. Why is there a problem switching unless I pay AP? Seems every since the faction lock crap started there have been problems switching from any home campaign without spending AP. Doesn't matter if its faction locked or not. I was hesitant about dropping my subscription but in lite of all the problems this game developers have created, I am glad I did.
