Is there a CC priority in the game?

I don't know if its just me or maybe a lag issue or something however as someone who only plays a magplar in PvP I've noticed that when I use toppling charge, it always seems to get trumped by other CC abilities even when I've seemed to fire off my skill first.

For example here are a list of skills I've noticed that seem to trump it:

- NB fear
- DK leap
- DBoS
- Destructive clench
- DK talons
- Bow scattershot
- The old uppercut (now redundant but still trumped it)

Ok it makes sense the ultimates trumping it ... but all the other skills too? Anyone else noticed this with toppling charge?
