Mending Rimmen Lore

With a new chapter upon us soon, I thought about reflecting the last one and some of the issues I had with it in regards to Rimmen and its Akaviri inhabitants.
Mainly that, given what we knew about Rimmen and Anequina prior to Elsweyr's release, you would expect more Akaviri influence over the region than Khajiit.

The main source of Rimmen's history is PGE1. Although many would quickly handwave any information therein away as Imperial propaganda, you'd have to explain why and how a certain description of events serves (in this case) the Empire. Likewise, you have to consider Khajiiti propaganda as well.
Rimmen
Though ostensibly its own kingdom, Rimmen still pays tribute to the Mane of Elsweyr, from whose realm it seceded in CE812 during the Interregnum. Earlier, Akaviri refugees had fled persecution when the warlord Attrebus briefly aspired to the Imperial Throne. Attrebus, though he lasted no longer than most of the pretender kings of that period, thought he might rid Cyrodiil of the foreigners who had ruled it for the first half of the Common Era, and he drove the Akaviris past the Empire's borders into Elsweyr. The khajiit granted them asylum in the hills and steppes of northwestern Elsweyr, where they dwelt in relative seclusion until remnants of the Dir-Kamal resurfaced in Cyrodiil, seizing the Throne from Attrebus' successors. The Rimmen (literally, the "Rim Men," as the khajiit called them) joined their brothers to try to rebuild the Empire. This effort was doomed to failure, but not before the khajiit attempted to reclaim their lands in a series of bloody border wars. Currently, since the ascension of Tiber Septim, the hapless Rimmen have once again submitted to the protection of the Mane, with a renewed tribute paying for the Cat Lord's guarantee of their independence, a truly weak reed upon which to lean.

ESO's Elsweyr takes place in CE582, so 230 years earlier. Therefore it does not conflict with the events in ESO, but it's important to remember Rimmen's drive for independence from Elsweyr, largely due to the cultural differences that aren't denied in ESO.

"Earlier" refers to some time after the fall of the Akaviri Potentate in CE430, at least 100 years before ESO. This is confirmed in The Tonenaka Shrine in ESO, that mentions King Savlian of Rimmen and Queen Padala of Anequina granting the Akaviri asylum in Rimmen and the hills to the south (what would later become Hakoshae).

The khajiit granted them asylum in the hills and steppes of northwestern Elsweyr, where they dwelt in relative seclusion until remnants of the Dir-Kamal resurfaced in Cyrodiil, seizing the Throne from Attrebus' successors.
The Invasion of the Dir-Kamal Akaviri occured in CE572, 4 years before Euraxia Tharn took Rimmen in the Frostfall coup, and 10 years before the events of ESO. Attrebus' successors could refer to any would-be Emperors of the interregnum, somewhere before Emperor Zero and Tiber Septim.

The etymology of Rimmen as "Rim Men" is not acknowledged by any of the Khajiit in ESO, except for Rajhin's Shadow, who says the city was originally known as Rim'kha. It seems reasonable that this occured with the arrival of the Akaviri refugees:
Rajhin was there when the city was still Rim'kha, before the influence of Men. To steal a city, this is easy. To take its name? Not even this one could accomplish such a feat.
The Rim-Men that joined the Dir-Kamal could only be the Tsaesci locked away in the Tonenaka shrine, some still living in seclusion in the hills of Anequina like Vhyrsadue, and Imperials with Akaviri ancestry living in the rim territories and Hakoshae.

This effort was doomed to failure, but not before the khajiit attempted to reclaim their lands in a series of bloody border wars.
Here is where it gets muddy. We know the Akaviri attempt to rebuild the 2nd Empire / Akaviri Potentate was "doomed" because of the eventual arrival of Tiber Septim. This wording fits well with propaganda of the Septim Empire at the time the 1st PGE was written. But we also learn that the Khajiit attempted to "reclaim" the rim territories. This implies two things. One, the Khajiit didn't consider these territories theirs at the time, which means that the Rim-Men were more than just refugees despite living in "relative seclusion". And two, that they only attempted and did not succeed. This would be consistent with the secession of the Kingdom of Rimmen in CE812. It is difficult to believe that these two points would be merely Imperial propaganda, when the Septim Empire didn't have much love for the Akaviri (as shown in the very sentence before).

Currently, since the ascension of Tiber Septim, the hapless Rimmen have once again submitted to the protection of the Mane, with a renewed tribute paying for the Cat Lord's guarantee of their independence, a truly weak reed upon which to lean.
This just reiterates the independence of Rimmen after CE812. Note it says "the Rimmen" have submitted to the Mane's protection, not people living in Rimmen. It is precisely refering to the Rim-Men, Akaviri and Imperials of Akaviri descent living in the rim territories.


With all of this in mind, I'd like to suggest a cleaned up timeline for major events in Anequina.

CE309-311 - Ne Quin-al, the capital of Northern Elsweyr, falls to the rebels resisting a unified Elsweyr. It is relocated to Rim'kha.
CE430 - The Akaviri Potentate ends with the assassination of Potentate Versidue-Shaie. Some time after, Akaviri refugees are accepted into Anequina by King Savlian and Queen Padala. They have a heavy influence on the region, founding Hakoshae, building the Tonenaka shrine in Rimmen and bringing a lot of prosperity to the capital. The city and kingdom is henceforth known as Rimmen instead of Rim'kha.
CE576 - King Hemakar and Queen Numara of Anequina are murdered during the Frostfall Coup, Euraxia Tharn claims the throne in Rimmen and surrounding areas in Anequina.
CE582 - Their daughter, Queen Khamira, retakes the throne.
CE582-812 - With the help of Dir-Kamal remnants of the Second Akaviri Invasion, the Rim-Men take the rim territories including Rimmen and try to restore the Empire in Cyrodiil. Queen Khamira or her descendants are eventually forced to relocate the capital after unsuccessfully trying to reclaim their lands, and the Kingdom of Rimmen officially secedes in CE812. Survivors of the failed Akaviri attempt to restore the Empire resettle here.
CE854 - Tiber Septim is crowned Emperor. Some time after his ascension, the Kingdom of Rimmen pays tribute to the Mane of Elsweyr for protection.
CE896/3E1 - The province of Elsweyr, including the Elsweyr Confederacy and the Kingdom of Rimmen, becomes a territory under the Septim Empire.
3E433 - After the Oblivion Crisis and the end of the Septim Empire, the Kingdom of Rimmen once more declares its independence.
4E40 - The Kingdom of Rimmen is ruled by a Potentate.

The main issue was (or is) placing the unified Akaviri attempt to rebuild the 2nd Empire. The Dir-Kamal being remnants of the 2nd Akaviri Invasion suggested a date closer to CE572, however, there is just not enough time to fit these events in the 10 years between then and ESO, which places the events described in the 1st PGE further back by quite a bit, possibly even closer to Rimmen's independence in CE812. This might make sense in so far as the rim territories probably already considered themselves independent (maybe just unofficially) when the Khajiit tried to reclaim them.
