[Vampire Criminal Act skills] Passive "Known to Authorities"

In the game there are Vampires that are clearly known to the authorities but not persecuted openly (e.g. in Rivenspire and Summerset Lillandril Mages Guild). They are in effect trusted to behave. This is contrary to all Vampires being automatically persecuted when discovered (e.g., by using certain skills).

Suppose we could simulate that with a passive, "Known to Authorities".

- Tier 1: Your skills are not Criminal Acts when used on hostiles. If you do incur a Bounty for any reason, you have betrayed the trust of the authorities: Heat does not tick down (you are a Fugitive until your Bounty is gone) and your skills return to being Criminal Acts as normal. When your Bounty is finally clear, this passive goes on cooldown for 7 days (you do not get the protection of this skill for 7 days); the cooldown resets every time you get a Bounty.

- Tier 2: The cooldown for recovering the benefits of this Passive skill is reduced to 3 days.

Possibly something similar could be done for Necromancers.

    Just keep it as criminal act..


    Necromancer abilities are criminal act and I got no problems.

    In elder scrolls lore vampires are not sparkling good guys what most seem to want to be. They are spawns/slaves of molag bal.
    Of course there are exceptions as there is with everything.

    I remember in morrowind you were not even able to be in most towns/places because everyone was hostile to you being vampire, I want that.
    Then they went soft-mode on later.

    I wonder how it will work in case of WWs. If some one transforms in a city... then ok, ppl may see that and know "that person is WW"... but what if some one will use WW ulti where there is no NPCs (example: inside a house) and then go through a door / loading screen and go amongs ppl. Will they get bounty too ? How would any one know that "that particular person" is a WW ? How would they recognize them ?

    I hope it wont work like Oblivion psychotic guards, who knew that you did something because they were all telepatically conected with a chicken - yes, in TES 4 a chicken could be a "witness" of a crime lol.

    Yeah if applied to werewolves it'd be a tricky case because a wolf looks like any other wolf.
    But werewolves only get werewolf powers in that form. This passive is meant to represent that known-to-be responsible citizens should be allowed to use their powers against legitimate enemies. When not a werewolf you still have an array of skills to defend yourself properly, in theory.
    Also I don't think the existing game world supports that sort of tolerance of werewolves walking around with any examples.

    It will be interesting to see how it works with Werewolf, the act of transforming and all the abilitys in the line are criminal acts... but is the act of "being" in werewolf form considered a crime?

    I guess same rules as bone colossus so yes entering town transformed will get a bounty not only transforming there.
