That would be a neat idea, and I know many have requested the ability to grow/harvest plants in their home.
I think it would need to be limited to only one plant of each type available in only one of your homes. So, perhaps a special bed is needed to plant them in, which is a special collectible that can only be placed in one home. It would also be limited to say 6 or so plants, and only one of each plant. Then, you could harvest 1 each day after a period of a week's growth, with a cooldown of a couple days to regrow. Or some similar limitations, as growing plants in your home to harvest could be OP if not restricted properly.

Guild Wars 2 does this pretty simply, you can purchase a harvest node for your home instance (some for in-game currency, others for cash shop currency) and once a day you get a slightly better than normal harvest from them (per account) When new events come around or new zones with another material get added you can usually buy the new node. It doesn't replace farming for mats, but makes it a nice bonus. The other cool thing that organically sprang up was that other players would stand outside of their home and invite people into it to harvest all their nodes. Tips were welcomed but not required and it turned it into a cool little side thing.
For eso, they could make each bed cost something like 10-20 vouchers each and put them into the special collectible category. Each bed could only hold one material (and I say any material so as to include ore/wood/clothing/enchanting) and once a day you can harvest them and they could yield the same amount as a single survey node (account wide so no benefit to people who have a ton of characters)
I'm very much in support of anything that provides more utility for housing.
