Best DPS build for PVE and a little PVP

Hi so i run a Orc Stamblade and recently started playing ESO again and I've noticed Stamblades have become nerfed so I'm thinking of rerolling a new build so my question is; what would be a good build to play as and what race? I've looked at Apcast hQ and am still deciding.
I have all DLC and all Weapons and Abilities maxed apart from PVP ones. Any help is good
