Alliance rank toward Emp broken?

So, I noticed on the last campaign (and this one) that my Alliance war rank would suddenly jump from 89 to 230 over night. I asked in zone if anyone else had the same issue and many, many people responded with "I'm rank 230, also."
Is this a bug? Or is this basically cutting out anyone who isn't in the top 2% of the campaign?
