From today's patchnotes:
General Fixed an issue that was allowing Coldsnap and Meridian Motif pages to drop well in advance of their proper schedule.Well, what is their proper schedule then? In both crown store version as well as in game drops? Has this been announced anywhere?

Precisely. And I am asking it to be revealed. Especially that due to something ZoS called "an issue" it was already possible to get them for a short period of time. Now its not possible but we don't know when it will be possible again.But otherwise, release not revealed yet.
