Sorry for the long wait.
The costume is the Peryite Skeevemaster.
To get it you have to find and use ten Plague-Drenched Fabrics in the Orccrest City Public Dungeon, Elsweyr.
The face is part of the costume.

Haven't execute Elsweyr yet 😂 thank you!

My Magicka Necromancer; Luka Creyden. Luka is an Imperial (really a Breton). The left outfit is the casual attire, middle is her necromancer outfit (WIP) and right is her Imperial Mage attire.

Sorry if the pic is too small. Also, I used the boneyard self-synergy to proc moondancer on the far right image. Think there might be some good utility there.

EDIT: My Necromamcer doesn't look very necromancer-ish, does she? Think I might use one of them race change tokens and redo her appearance.

Full Pellitine motif with Skull of Corruption. Riding his conjured sand camel and with his lynx companion. A trickster, masquerading Baandari peddler who serves an unknown dark master as he travels through Tamriel.

There are so many good facial markings in the game. I made a Breton Warden named Burt Warden that looked like Robin from the TV show, complete with black eye mask coloring.

There is a hat that comes in the shop like once a year that could def pass for a tophat!
