Can't queue to a different campaign anymore

You used to be able to queue from Vicec to Shor.
But now you can't. e.g. you can't queue from Kaal to Yoln.
You seemingly now have to go to the wayshrine, leave Cyrodiil entirely, then queue into a different campaign.
I don't know if this change is intentional or a bug, but I hate it.
